I could modify the 10.12.6 Sierra.app and turn it into a DMG for installing into a VM. What strikes me is that after reading all the help files and support articles for VMware Fusion this should not be necessary, the plain.app file should work fine.

You install or upgrade the Horizon FLEX Client for Mac (Fusion Pro) in the same way you install other macOS or Mac OS X applications.
- Verify that your Mac meets the system requirements for Fusion Pro. See Host System Requirements for Fusion Pro.
- Verify that you have the administrator password for your Mac.
- Download the Horizon FLEX Client for Mac installer to your Mac. You can obtain the Horizon FLEX Client for Mac installer from the VMware website, or your Horizon FLEX administrator may have provided you with a link to obtain the Horizon FLEX Client for Mac .dmg file.
- If necessary, obtain the Horizon FLEX license key for Fusion Pro. Either you or the Horizon FLEX administrator must provide the Horizon FLEX license key for the Horizon FLEX virtual machine to run in Fusion Pro.
- The administrator provides the license key by configuring licensing in the Horizon FLEX server prior to your installing or upgrading the Horizon FLEX Client. In this situation, you do not need to obtain the license key. The Horizon FLEX server distributes the Horizon FLEX Client license key when you successfully connect to the Horizon FLEX server with Fusion Pro.
- If the administrator does not configure licensing in the Horizon FLEX server, you must obtain the license key to perform this procedure.
